Board of Directors Meeting Minutes
August 31, 2020
Call to Order: President Pat Hurt called the meeting to order at 12:07 PM at the Old White Bird School. Present were Pat, Debbie Little, Cathy Little, and Susan Schubert.
Approval of Agenda: Cathy moved, Debbie seconded, and all approved the agenda.
Approval of Prior Minutes: Susan moved, Cathy seconded, and all approved the previous meeting’s minutes.
Road Report: Pat Hurt reported there is $3,000 left in the road budget which could be saved or used in the spring to gravel and rake Pilgrim Ridge Road. No decision was made. The Shuck Creek Road sign at Hammer Creek was pulled out of the ground and thrown in the brush below the road. All agreed it be reinstalled with a metal post in concrete.
Treasurer Report: Debbie reported there was nothing new since the last meeting.
Secretary Report: Susan reported she delivered the Certificate of Appreciation and Home Depot gift card to Don deSa who retired from the Board.
Annual Meeting on September 5: Cathy reserved the meeting room at Hoot’s for 10:30 on Saturday, September 5. Hoot’s will provide donuts and coffee. Al and Cheryl Bolden will be the greeters. Cathy will print the agenda, ballot, and financial report. Debbie reported that only one past due payment has been received since the August 7 meeting. We will accept checks if delinquent owners want to make a payment as they are checked in to the meeting.
Shuck Creek Road and Easement Obstructions: The property owner who obstructed the road and easement and who admitted doing so was billed at the beginning of August for the cost of cleanup and repair but has not paid. The property owner was given until August 31, today, to pay, and was invited to this meeting to discuss it in the event they did not pay. The property owner did not attend the meeting. The Board agreed to put a limited assessment on the property, giving the owner 10 days to pay the assessment or face further action from the Board. The Board has verified with the Association lawyer that it has the right to maintain the easement and charge the property owner.
Political Signs: Association covenants prohibit political signs; however, the State of Idaho has passed legislation that prohibits HOAs from preventing members from displaying political signs. On the advice of the Association lawyer, the Board will not change the covenant but instead will not enforce it. Political signs must still meet the restrictions placed on signs in the CC&Rs.
Property Sales and Housing Updates: Susan thanked Debbie and Cathy for tracking sales. Since the last report, three lots have closed, one is pending, one is scheduled to close this week, and two were deeded from one owner to another.
Member Forum: General members present were Deryl Little, Wolfgang Schubert, and Pete DeSantis. Pete questioned if we could collect past dues from one of the properties that changed hands back to a delinquent owner, but Debbie explained that the statute of limitations has expired.
Adjourn: There being no further business, the meeting was adjourned at approximately 1:00 PM.
